Gov. Matt Bevin on Tuesday stepped up his efforts to keep Franklin County Circuit Court Judge Phillip Shepherd from hearing a lawsuit over pension reform.

Lawyers for Bevin asked Kentucky Supreme Court Justice John Minton to remove Shepherd and appoint a special judge for Attorney General Andy Beshear’s suit, which challenges the pension bill passed by lawmakers earlier this year.

In the request, Bevin lawyers asserted that Shepherd has a conflict of interest because he will one day receive a state pension and is personally affected by the new law.

Shepherd last week denied a Bevin request to disqualify himself from hearing the case.

Beshear called the appeal to the Supreme Court a stall tactic by Bevin. Shepherd is scheduled to hear arguments in the case Thursday.
